The authors, all working for reform in government, provide a documented and footnoted compilation of the misdeeds of the U.S, intelligence agencies from the CIA abroad to the FBI in the United States. Morton Halperin, while a member of the National Security Council staff in the Nixon administration, had his telephone bugged. He has since led a fight for reform and has made requests for information about the activities of intelligence organizations under the Freedom of Information Act.
